I figured it out. I had a sportwerks .26 that I took the carb off of. It was about .001 too big so I did a little sanding and it fit fine. I have to say not only was it easy to tune but this engine is so much faster it blows my mind.
I have ran alot of onroad and had some fast ones but they can't compare to this team turbo .28 picco with a carb that actually mixes the fuel right. I had tried 3 different picco carbs and none of them tuned right. I hope this helps anyone else that decides to try it.

I've been thinking to try a different carb in my Picco .28 Team Turbo also. I have 3 Piccos and I'm not so impressed with their carbs.
I have a RB S3 carb I and was going to see if it might fit. I also have a nice carb from a GRX.28 but the throat size is smaller than the Picco carb. I wish I could lay my hands on a O.S. carb sized properly.
