dont know about the .21 but my .28 kicks ass. gets really good fuel mileage the difference in the draked is port work. my .28 is the smoothest and powerfull engine i have ever owned in all honesty

just buy a Picco P7R Evo 2. 99% the same engine and the picco version is cheaper or the same price.
