Can confirmed. I have both 12v and 120v versions of Competition Heat's Deuce, and both get 200*F no problem.

Its designed for 3s and personally I wouldn't.

As an aside my competition heat unit failed recently (it wasn't that old but failed all the same). My LHS only had the SkyRC unit in stock and I needed a heater that day so I grabbed one thinking I would get another competition heat later but that was more than a year ago and the SkyRC unit has been absolutely fine and for the price point I won't be buying another competition heat to be honest.

When you run this off a PS, obviously the voltage setting should be 12V, what about amps?

Are you referring to an adjustable power supply? I use mine off the same 85A power supply I run my chargers and other devices on, the SkyRC heater will only pull what it requires. I can't find an amperage or wattage rating on any of the specifications, but I can't imagine it being more than 10 amps total.

Yes sir, I have an adjustable Skyrc PS where I can set V and Amps.

I'd just do some quick trial and error to find the lowest amperage that would allow your heater to function properly (I believe mine gets up to about 150*F). I assume the little controller on the heater will probably take care of regulating the unit to avoid burning up, as my power supply is 85A.

my skyrc burned up, was using a 3s Lipo high voltage, must have been too much juice for it.
