Newby needs help/won't start

Just got an OFNA Ultra Comp LX and can't get it to start. Glow plug good, glows when removed and placed on igniter. Fuel getting to engine; can remove glow plug, pull start, and blow fuel out the top. Carb settings are to the manufacturer instructions. Here's a question---the glow plug came with 2 washers; do they both need to be in place for spacing or is one an extra? Also, the glow plug says .21, this is a .26 engine. Is that the correct glow plug or did they screw up from the factory? I've been trying to crank this thing for over an hour now, removing glow plug, getting rid of fuel buildup in the engine, etc. Please help; Thanks.

take out the air filter and check the carb gap when idle...

the glow plug could be your problem but you should only need one washer not two. have you put a little fuel in the carb to see if it will start?
