what is PHS Radio Plate
how is the design for a on road car?

From what I can gather, it is to add rigidity to the chassis by adding the 2 screws or more flexibility by removing the screws.

I think...?

PS, I'm pretty sure you are in the wrong forum. That part seems to be for a nitro on-road.

Indeed by loosening some screws you will take out the stiff construction so the chassisplate has more room to flex. Flex is set on low grip surfaces giving more grip.
