Welcome to the world of RC! Electrics tend to have a shorter learning curve to them. Lots of RC manufacturers make RTR (Ready To Run) kits for both nitro and electric. The best car to get is really a matter of personal opinion. I'm into on road sedans and I'm partial to Team Associated electrics/nitros and HPI nitros because I'm more of a parking lot basher than a racer.
If you get an electric RTR, the only other thing you need to buy will be batteries and and a battery charger. Check around to see if you have a local hobby shop, if not, then I would suggest Tower Hobbies for online ordering. I'm not 100% sure that they ship internationally, but the probably do.
