If the traction is low, rubber tires will be faster. You will have to experiment with different compounds for both rubber and foam to find the best combo. To start with, try 35 shore foams front and rear. If they wear too fast, you can go to 37 or 40 shore. If you can get the foams to work, they give more grip, more consistantly then the rubber tires.
I still carry rubber tires because some of the parking lot tracks can get dusty and have very little grip. I posted a while back about running only rubber, but the traction has come up where I usually race so the foams are the best choice for me.
