Standard 1/10 wheels are 1.9" in O.D.

"Inch-up" wheels are 2.0" in O.D.

The idea with inch-up wheels is to stretch the tire over the larger wheel and reduce the sidewall flex of the tire to improve cornering response.

They don't fit well with foams, so, no!
