if you have a new engine then it will be difficult to turn over.
use a hair dryer to warm up the head of the engine (point the heat directly down the plug well), then try turning over the engine on the starter box. if the flywheel locks up at tdc you will need to loosen the plug to reduce the compression to allow the engine to turn over, or remove the plug completly to clear out the excess fuel before refitting the plug.
at the track use a 12volt soldering iron (solder cleaned off the tip) place the tip directly onto the plug button or as near as possible. once warmed up try turning the engine.
