How about this. Mechanical tire cleaning only, as in a dry stiff brush. No liquids allowed of any kind including water. Pretty simple and its the same for everyone and much easier to police. Let it be about your knowledge of tire patterns and compounds, not how "clean" they are or if they are sauced.

Its pretty simple actually. This is supposed to be OFF road racing. If people are so concerned with "clean" tires then maybe on road would suit them more.
