If you know what is going to work at your track then it is easier to just buy premounts. If you are traveling and unsure what is going to work it is easier to just buy a few sets of wheels and sets of tires separately so you can glue up what will work after you get there.

I only run at one track that has a pretty decent appetite for tires so I buy bulk tires for the summer. 1 pattern , 1 compound and just use either "new" , "Half" , or "no" tread depth as the track changes throughout the day .

This depends on how demanding you are from tires, what tires you use, what inserts you want to use, what rims you want to use, and how well the premounts from said brand actually work.

Some tirebrands have horrible inserts that fall to bits. One of them has recently announced a new grey color insert which should be a lot better.
But some others still persist with weak inserts, in which case you don't want premounts as they will come with the horrid inserts.

Not all wheels are the same. Some wheels are weak and crack or distort, have too much flex, too little flex. And then there are colored wheels which some people like.

Then there's the quality of the premounts. Some brands are notorious for weak premounts that come unglued. Then there are brands with great reputations, which all of a sudden you get a set which come unglued. If you are confident that you can do it better yourself, then that might be good.
