leather punch is the best, but I have used my dremel with a small bit in a pinch.

ok so why a hole why not just a slit? will it keep tearing?

I would think a slit would eventually get bigger as the tire wore. The whole kind of ends the tear right away. No line to start ripping along to eventual gaping tear!!
