I was standing at the Tech table when they brought up TP's car. Erin, Joey's tech guy made them go Ask Joey and im pretty sure it was allowed in the end.

you more hang time in the air off of jumps, which isn't
going to help your lap times any.

. doesn't cost a thing and i actually think it looks kinda cool. i doubt it will make any difference but what if it does? a mod that doesn' cost a thing is a mod that's worth a try

The vertical shark type fin, like on most of the 2010 F1 cars, can be beneficial. It doesn't give you any more grip, just a bit of stability or time to catch the car after the rear end steps out. You may notice larger effects on lap times if you altar the downforce or balance of the body.
