Throttle return spring when using a torque servo on throttle?

the bands need to be able to pull the carb closed with the servo connected.

You should be just fine with one rubber band doubled up. The engine vibration along with the the tension of the rubber band will pull the carb slide closed, even if it doesn't with the engine off.
