Is the throttle linkage keeping the throttle open at neutral and when you apply the breaks it fully closes the throttle of which the idle stop screw is set to where the idle gap is too small?

Cool

weak clutch springs.........still engaged at low idle. clutch will grab motor and bring it to a stop.

Does the mill run hot recently? Check springs and the bearings of the clutch.
