You're to vague...

Is it running too rich?
Are you breaking it in?
Did you disassemble it and maybe put in the piston backwards?

We need some more info to diagnose what's wrong.

do you know where the idle set screw is??

if you find it, turn 1 turn clock wise and then cranck the motor, if it idles high, then turn the same screw CCW 1/8 of turn untill you reach a good idle.

what engine is it?? go back to factory needle settings and go from there, sounds like your low end needle and idle screw are out of wack
