Default fuel leak issue

For some reason i am getting fuel leaking out of the slide boot on my carb. Its coming out of the connection from boot to metal closest to the air filter and I can figure out why. I have taken this apart a few times now and find nothing that seems out of ordinary. I have also made sure that the servo pull is straight and my tunning is on the rich side but nothing crazy. My motor is only a gallon old so this is driving me crazy, any thoughts out there please help!

Small zip tie to tie around the boot or engine sealant like Lucky 7 is the norm to prevent this from happening.

I was going try the zip ties and sealents next, but is normal to have fuel inside the boot in the first place?

It will be slightly wet but should not be flooded with fuel.
