Ok... you should be able to get good equipment for that price range.
The HB truck looks good on the track... I don't know much about them.
I suggest the following though, as generic truggy answers:
1) Engine- you want a good torquey engine, something with good bottom end. The Werks B5 at about $200 US or the Alpha S582 at about $209 US are good. I'd stay away from anything bigger than a .21 to keep it controllable and get better fuel mileage.
2) Get the best servos you can. I personally prefer the Hitec 7955TG, but there are other good ones as well.
3) You have to know what engine you are getting to know what pipe to pick.
4) Don't buy a "pull start" or "shaft start" engine. Buy a regular race engine and a starter box.

Isn't the 2050 (Losi RE11) or 053 series (Dynamite makes one... nice pipe for a cheap price, but the header material is a little soft...) pipe a better match for that engine? (especially in a Truggy?) The Losi RE11 is pretty close to the same price and the quality is great!
That engine is an improvement over the older VSPEC, but I still think the Werks B5 or Alpha Plus S852 would be a better truggy engine for a lot less money.
If you really like OS engines (and they are great... easy to break in, easy to tune, probably THE best carbs in the industry) the Mugen Ninja (it is made by OS) might be a better Truggy engine than that also.

hang on thats a wicked fast, engine lol. i cant see why a, 3 port engine wouldnt be good for a truggy, if you have the right pipe for it.
