I am cautious about putting my finger on the flywheel even if it is at idle. One time a few years ago I picked up my car from the track and a dude with my freq. Turns his radio on revs his engine up while I am just about to touch the flywheel. Well my thumb touched the flywheel as he revved his engine and it F'ed up my finger pretty bad. It hurt for like 2 weeks after that.
After that I always had a old exhaust connector that goes between the pipe and header. I used that to stop my cars and even a few runaways. I never turned my car off or anyone elses by pinching a fuel line or plugging the exhaust. It is to much of a headache if its flooded real bad. Or it wont start after you pinch it.
Flywheel is the way to stop the engine if you have some sort of tool just for the job.

your suppose to plug the pipe or carb, thats what the enginge manufactor instruct OS.
