DO NOT BUY THE EIGHT 1.0!!!!! The only and I mean ONLY buggy to get from Losi is the Eight 2.0. If you cant afford to replace those very expensive servos often, then the 1.0 is not the car for you. It sounds like your on a hot bodies budget, so that might be the one to get.
Personally, I'd buy a used Xray XB808 on ebay for about $250-300 then spend $50-100 on parts. You get a much more competitive car for about the same price. When it comes to racing you will need a good budget of about $300-$500 per month. When you race pro/expert class that race budget is closer to $600-1000+ per month after your initial purchases. I hope that doesn't burst your bubble, but racing is about being prepared, and being prepared is expensive!

D8 $350
Radio & Receiver DSM $250
Servos (2) $240
Race Motor $300
Transponder $100
Charger $100
Receiver batts (2) $30.00
Pipe $80.00
Starter Box & Bat $100
Plugs (3) $25.00
Gas 1 Gallon $35.00
Tires (2) sets $100.00
Oils/lubes $30
Paint for the body $10
Needed parts stock $50.00
Mandatory upgrades of weak parts for D8: $40.00

+

(1) race fee $40.00

So to race your first race week with your competitive but budget race setup is:

$1700.00

A self sponsord pro setup:
Xray Xb808 09 spec $600
Radio Futaba: $400
Receiver Batts $50
Charger $160
Servos $240
Race Motor $400
Transponder $100
Pipe $120.00
Starter Box & Bat $100
Plugs (3) $25.00
Gas 1 Gallon $35.00
Tires (2) sets $200.00
Oils/lubes $30
Custom Paint for the body $50
Needed parts stock $100.00
Mandatory upgrades: $50.00

To race your first race week in pro class with a competitive race setup is:

$2700.00

After looking at those numbers how much does getting a budget buggy really matter? If your racing to win you will need a budget that proves you want to win.
