Default OFNA PLUGS WHY THE DOUBLE WASHER?

Does anyone know if you need to use the double washer in the ofna plugs? If so would the plug measure the same as an o.s. plug?

It's just an extra, so if you lost one you had another, it's been package like that for a long time.
