needle settings??

Ive got a peak diablo .28 for my savage...I've had it for a while and just now getting around to putting it in.....I think that the needles are way out of where they should be and can not find the manual...
Can someone give me some ballpark needle settings for getting my savvy up and running?

Most engine will start from 3-4 turn out from close and you can start to tuning from there. Hope I am not wrong.
