Not if he is already at idle. Otherwise it is a possibility if he is trying to slow the vehicle.

Default brakes

possibility the throttle linkage isn't properly adjusted. with the air cleaner off and engine not running apply brakes and see if carb closes any more, even just a little will kill the engine... just a thought..
