Start the wheel on a slow spin and allow it to stop completely on its own. Take a piece of chalk or a grease pencil and put a mark on the tire at the highest point of the wheel (the zero degree position). This marks the lightest point of the wheel. The bottom of the wheel (the 180 degree position) marks the heaviest point of the wheel.
If you rotate the wheel 90 degrees to the right or left and let go, the wheel should move so the mark ends up at the zero degree position. If it doesn't, make a new mark and repeat.
Now you need to add some model clay where the mark is until you can move the mark to anywhere in the 360 degrees of rotation and have it stay where you move it. Keep adding until you find the right amount. Once you have the right amount of wheel weight figured out, mount it permanently and verify all is as expected.
That's it. It sounds a bit complicated, but after you have done it a few times, it will be easy to do.
