What is the smaller connector and wires that are attached to the batteries ? Is this a balance connector ? If so, how does it work and is it just for when the battery is being charges ?

If the battery is a lipo then it is for the balance. Your charger should have a balance board or wire that will connect to the battery and yes it is only for charging that I know of.

yes the balancer is only for when charging but make sure to always check the connection between the positive and negative and the actual balancer connector to the battery before charging because if theres a bad connection somewhere in there your lipo will be ruined as it wont be equally balanced and whont charge again.
