Default rules by laws and membershipsand by laws

Twin Cities On-Road Club
Please take note of additions and changes
as per club vote 2/01/09
Official Notice – Club By-Laws

The purpose of TcORC is to promote 1/10 scale electric and gas racing in the Minneapolis and St Paul area by planning and holding radio control races on a one time per month basis. TcORC is a non-profit organization that is to apply any proceeds gained through the gathering of entry fees to the purchase of materials, equipment, etc. needed to improve the Club or to the purchase of trophies and awards.

Officers

There will be four officers that are elected by the Membership annually. The positions are – President, Vice President, Secretary and Treasurer. The Election of Officers will take place in March. March was chosen by a club vote 2/01/09 . These officers can appoint those committees that they see fit to help over see the day-to-day racing activities such as track committee, banquet committee, etc.

President – Will be responsible for presiding over all club meetings and is also responsible for making decisions about members in good standing. President is head of the Executive Committee and represents the Club in legal matters.

Vice President – Is responsible for the day to day running of the races. The VP fills in for the President whenever the President is absent and is a member of the Executive Committee.

Secretary – Is responsible for publishing the newsletter, keeping up an active membership record and being a part of the executive committee. The Secretary fills in for the President and Vice President in the event that they are absent.

Treasurer – Is responsible for keeping up with the money for the Club. Depositing race fees and sponsor fees and paying the bills. A monthly report is submitted to the Secretary prior to the printing of the newsletter so that the financial condition of the Club can be reported to the members. The Treasurer fills in for the President, Vice President, and Secretary when they are absent.

Race Directors – Are responsible for managing the race program, timing and scoring and announcing the event. These positions are not part of the executive committee.

The Officers are encouraged to meet monthly to discuss the Club, their plans for improvement and other Club business.

Recalling an Officer
An Officer can be recalled by a 66% majority of the members in attendance.
A two-week cooling off period is required between a motion of recall (with required second) and a vote by the members present. This action will take place at the track prior to qualifying.

Club Disolvement: updated 2/02/09
Should racing interest and financial support become unable to sustain the club. Items owned the TCORC will be sold at fair market value, all outstanding bills will be paid. Any remaining balance and materials will be donated to a non-profit race club.

By Law Additions. Voted in as additions 2/01/09

Quorum: In the best interest of the club, total votes taken for the election of Officers and acceptance of changes to By Laws should be as near to the total of memberships as possible. This club has decided that 51% of the membership must be present to hold a vote for club decisions.

Officer Eligibility: In the best interest of the club an officer should be regarded as having a neutral standing by local hobby shops and have the best interest of the TCORC in mind when making club decisions. We want our club to be supported by all local hobby shops. Therefore any officer must not be affiliated with a hobby shop. Ex: owner, employee

Candidates & Nominations: Eligible candidates when nominated and seconded in a club gathering (ex: Race day or meeting), may be named as candidates for a specified position on the ballot. To give club members a reasonable amount of time to discuss the candidates, nominations should take place no later than 1 month preceding an election. Incumbents and nominated candidates will be listed on the ballot.

Conditions of Membership as Amended October 1, 2008
Membership for the TcORC is a privilege that is granted for $20 annual membership dues. A second family membership fee will be $10.
Special Novice class membership - $10, We need to support entry level racers.
For this year only (2008-09 Season)we are accepting $100 Founding Memberships to cover club start-up expenses.
ROAR membership is not required.
TcORC members:
Pay reduced entry fees
“Have a say” by voting on club decisions
Qualify for “Club Discounts” at local hobby shops. Rc Car Kings, Hub Hobby, HobbyTown-Oakdale, The R/C Barn.
Our Club, TcORC, is founded on the basis of one for all and all for one. The conditions of membership are that the individual must be considered to be a MEMBER IN GOOD STANDING to compete in races being held by the club. To be a member in GOOD STANDING we are expected to;

1) ACT IN A SOCIALLY ACCEPTABLE MANNER AT THE RACES - We all get excited when we race and sometimes things are said in the heat of racing that are inappropriate. These are usually four letter words. Most of us are guilty of this and we all need to work on not allowing this to happen because our future is contingent on getting spectators to join us as racers and we must always be aware that there are children present. If the offense is in regard to socially acceptable behavior, a two-race suspension can be evoked at the discretion of the Club Officers.
2) ALCOHOL, DRUGS - Use of these substances will be cause for immediate suspension of membership and expulsion from that event; and race fees will not be refunded. Reinstatement for these offenses will be at the discretion of the club officers.
3) TOBACCO - All members and participants will comply with MN State no-smoking laws and the no-smoking rules of any facility used. Improper use of tobacco will be cause for expulsion from that event.
4) CORNER MARSHALLING – A requirement – Failure to comply will mean a loss of points for that day. It is required that each driver corner marshal their qualifiers and main event for each class entered.
5) TRACK SET-UP - Starting time is 8:30 AM. All members are expected to participate in track set-up.
6) TRACK TEAR-DOWN and CLEAN-UP - All Club members will be required to immediately start dismantling the track as soon as the last race is over.
All members that helped with set-up, tear-down and clean-up can check-in and out with the race director to receive a $5 fees discount at the next race.
* Loading your personal equipment will not be considered helping. Helping will include picking up trash, dismantling the track, loading the equipment as needed. Our race site is far too valuable to us to loose it by leaving a mess after we use it.
7) INFRACTIONS
The four elected Officers will be the sole judges of any infractions. If you for some reason can’t fulfill your responsibilities to the Club, let one of the Officers know prior to the event.
8) RACE FEES
Race fees for Members in good standing will be $15 for the first class, $10 for the second, $10 for the third and so on for regular scheduled events.
Race fees for non-members will be $20, $15, $15 and so for regular scheduled events. Non-members are not eligible for points.
Racers running Novice class only (entry level racers) $10

*Membership dues and race fees are to be adjusted as needed to keep the TcORC in good financial standing.

foam or rubber?
Yeah, I think I might just change to rubber. Just slap a one way in there. Those new pre-mounted Jaco Greens and Blues are the bomb. They were pretty much haulin' ass in Omaha. What pretty much clinced it for me was when I went out for my very first run of the week (just practice), I chunked. $12 down the tubes right away. I really hate that. But ya know, don't hit the boards and ya probably will not chunk. But still, foam starts coming undone, various non-threatening chunks show up, wheels start coning, just like the "Coneheads". I think I'm gonna go rubber, yeah that's the ticket.

If anyone wants to run rubber they will be with foam. Open tire so there are not to many sedan classes.

I don't see why there would be a problem if you smoked outside and put the butts in a can or an ash tray. And we know we can't smoke inside. Its illegal to basically smoke indoors anywhere besides your own home.

I know about not smoking indoors. That doesn't surprise me. What does surprise me is no tobacco on the grounds, and the threat of being sent away and kicked out of the club for using it.
