hmmm
ok you say you want a small car?? are we talking hobby grade ie kit bassed or rtr or nikko etc???
theirs xmods for mini scale and mini-z etc
mini lst etc for 1/18th
and tamiya tt-01 etc for 1/10th
the battery is tottaly dependent on the car in mind ie most 1/10ths use a 7.2 stick pack as standard, ussually rtr nikko cars and other cheaper pr built cars use a 9v pack, and micro racers use either AA/AAA batterys or lithiums
i hope this helps, and in future to get more answers try posting a particular question rather than a open and confusing one

he bassically means get a 1:18 what ever that would be maybe a mini lst or somthing, then add a brushless setup (brushless motor and esc) these give lots of power and the motor will never need a rebuild or loose speed.
the gearing part means dont gear for loads off acceleration and dont gear for max speed make it mid way so you get decent speed and decent run times.

My advice would be to go to your local hobby shop and see which cars they stock parts for. Decide whether you would like an on-road or off-road car, then ask them what works best for you. The micro (1:18) cars will give excellent run time with 1100, 1200, or 1400 mAh batteries and a mild stock motor (15-20 minutes)
I have the X-Ray M18 for on road and love it. I have an Associated 18T as well, but in hindsight I feel the X-Ray M18T would have been better.

Did you say that 1/16 or 1/18 would work for you?
If so, check out the new-ish Tamiya TamTech GB-01 series.
