Check your idle gap. Make sure it is around .5mm. Use some calipers to find something that is .5mm, I use a paperclip. Then I insert the paperclip into the carb opening and adjust the idle stop screw until it closes on the paperclip. Resist the temptation to try to control idle with the idle screw, just don't, idle should be controlled with the low speed needle. Factory settings are 3.5 turns out from closed on the high speed needle, and 5 turns out on the low speed. I'd reset to factory and start over. The idle gap is extremely important, if the idle gap is wrong you'll never get it to run right. Also don't over lean on the high speed needle, too lean on top will cause the idle to run on. If the idle runs on but you have really sluggish acceleration you too lean on top and to rich on bottom, opposite of what you want.

I wish I could tell you to set them a certain way but differences in weather, fuel, clutch setting and so on it makes it impossible.
