How about $20/mo. Race for $5 a class. All track decisions are voted on by the club. All members participate if available for track changes. All club members practice for free. All club members must race at least once a month. Donations for start up appreciated.

Just finding an indoor building that is somewhat affordable is a challenge. You will need support from the entire area and maybe even a hobbyshop just to keep doors open.
