You can use any 190mm body you want. Most common are Parma Alpha, Protoform Stratus, G6, Mazda 6, Losi Alpha...etc.
Yeah you need tires. Run what the guys at your track run. Most tracks have a truer you can use or you can pay someone at the track to do them for you. You can buy a truer but it's a lot of money to dump at once if you are new and it might not be necessary.

Depends on your local track rules, call and ask.
Chances are a roar legal "race" body will wokr much better for you.

no that is a tire truer.
a comm lathe is used for recutting your motors commutator after a few runs as it will wear/burn/get out of round in the course of racing.

You shouldn't need a tyre truer straight away. Someone probably has one at the club, just ask around and see if they can true a few tyres for you (that's if you as using foam tyres but if you are using rubbers you don't need a truer).
Bodies: I like using the 'old' PF dodge 1 but alot of people that i see use Ride/Rayspeed Honda Accords, PF dodge 2 & 3 also PF mazda 6s

Do they have carpet racing in or near Richmond?
My in-laws live there. I may even pay them a visit if I can get in a little carpet racing...
Just hang out at the track for awhile and learn...A lot of the fun about this hobby is the learning process. Somebody will be glad to help you.
FYI...I started with a XXX-S on rubber tires and progressed from novice through Sportsman. Didn't have to worry about tire truer until I made the switch to foams.
