I would vote for:
Allow anyone to race, as it adds prestige
If the nats are used for Worlds Quals, then take the top 20 US guys, or however many..

Comparing ROAR to professional sports teams doesn't make much sense. The Olympics would be a better comparison. Representing your country.
I am all for competion and making everyone faster, but a ROAR champion should be just that. A member of that organization.
