I would vote for:
Allow anyone to race, as it adds prestige
If the nats are used for Worlds Quals, then take the top 20 US guys, or however many..

Comparing ROAR to professional sports teams doesn't make much sense. The Olympics would be a better comparison. Representing your country.

Championships must (present permanent resident visas) have been resident in the USA or
Canada for at least 12 months prior to the event. Proof of residency may be required. In
the case of a member too young to be issued a driver’s license, this proof must be based
