Default 13.0/13.5/14.0 Rotors

I'm just curious to know why ROAR doesn't allow these types of rotors? In Japan, you can run any sized rotor of your choice in stock motors (I think modified too) and the competition remains very close regardless of the rotor size.

Why is that ROAR and other international committees decided on a minimum and maximum for rotors?

Do you think different sized rotors will help or hinder race classes? In particular stock racing classes?

It just adds to what you would have to buy. So instead of just buying a motor now I have to buy a motor and a different rotor to be competitive.
