Default IFMAR Brushless rules

Hi,

Winding:
Only three slot (phase) “Y” wound stators are permitted. No delta wound stators allowed. Only circular (round) pure copper wire permitted. No turn limit.

Does anybody know the sense of this rule ?
Since the number of winding is free ... why put this limitation ?

It is just for take out all the sensorless brushless motor already available in the market, like Hacker Lehner Faigo, etc ? or there is a technical reason ?

Basically from what I undestand, the allowed winding style is the lesser power style, keeps the motors closer to equal power outputs from similar sizes.
