Default TP 21.5 cogs after a few minutes

Hello, I need some input here! I loaned a friend my f104 with a TP 21.5 in it. Somehow the motor got up to 195 degrees and gave off the old funny smell. He then lowered the timing and went down one tooth. He said that after the second 15 minute run the motor came off at 140 degrees but was cogging after a few minutes. He then changed the sensor wire, but the same thing happened again? Would this be a sensor board issue? I would think that if the stator had shorted it would get a high temp no matter what.Any and all feedback is welcome!

Usually sensor board problems are that the sensor board just stops working. I have never heard of it working "some of the time" could be though.
