Just checked the ROAR website and surprisingly enough this ESC is not on the approved list or in the Forum>ESC section. Wish ROAR did a better job of documenting this stuff.

Same here. And the Hobbywing websites make no claim about it being ROAR legal.

the team orion r10 1s (same hardware) and the hobbywing 3.1 2s (same software) are both approved.

seems like a clerical snafu.

The roar site for esc approvals is crazy out of date, and inaccurate. Wrong model numbers, wrong software versions, and few updates since October!

Manufacturer's must submit the product for approval. If they have not it is on them, If they have and it is approved it is clerical and on ROAR to make right. If a manufacturer rebrands the product that also must be submitted. Same as it has been for approvals for 20 plus years.

on the roar site's forum section there are approvals listed as they occur. the forum posts seem to have started in early 2013 for motors and batteries, but there have been 0 posts for ESC's. is there a backlog of ESC submittals?

All signed up. Orion R10 1s, ROAR legal. Power Push R1 batteries, ROAR legal. D3.5, still ROAR legal should be a fun race, can't wait to go.

I should know this, burt I can't remember. The esc approvals are only for 13.5 and 17.5 classes, right? For example if the HW 3.1 1s esc turns out not to be on the list it can still be run in mod 12th, right?

Yes, the only approvals ROAR does for ESCs is for non-timing ("blinky") mode. For modified, anything will do.
