I use a slow setting black CA. Don't use the thin stuff,
there's not enuff time to make sure the tire is on the bead.

Super glue your tires down and then use rubber bands to hold the beads tight in the wheel

(I'm not saying your a newb)
You basically only apply two drops and the pressure of the tire to the rim beads it down half the tire.
Use Rubber bands to apply pressure.

Back on point: Use slow or medium CA glue, available at your local hobby shop. In a pinch, super glue will do it if you absolutely must.
