IMO, the rule obviously should not apply to 13.5. If a Mod national champion is allowed to run 13.5 as a secondary class, why should winning 17.5 preclude you from running 13.5?
So someone who has won a Mod championship has more right to run Superstock than someone who has won a Stock championship? If that is what the rules currently say, than they need to be addressed ASAP.

ONLY AT A NATIONAL EVENT....
1. So do you feel a Mod National Champ should be allowed to run a 17.5 class, if they have not won or placed 2nd in the past 5 years (Paully, Ralph, etc...)?
2. So do you feel that a 13.5 National Camp should be allowed to run a 17.5 class, if they have not won or placed 2nd in the past 5 years?

So if your local track only races 17.5 you are not allowed to race the class your race 99% of the year. That does not make much sence.

guys - if you didn't know the ROAR rules prior to signing up that is unfortunately, but you can ask for a refund. since we are at max capacity, i'd suspect there are other folks who wanna will your place.
