Do 28mm foams fit on this car? I am thinking of running this during the winter carpet season?

28mm Electric TC foams might not fit unless you are using the +2mm off set rims...which I am not sure there is such things. I do have 28mm foams from GQ and Parma, but I was not planning to use the "R" for indoor foams so I have not try that...

If you want to use foams go with the stock 05 suspension. You can fit any 28mm carpet foam made with no clearence problems. No special wheels, hubs etc needed. And it's much tougher than the lightweight suspension.
You can use the lightweight suspension but you must use some HPI Pro 4 knuckles and carriers to get clearence.

I am looking at getting back into on road racing and I would like to know what the big difference is between the 2 cars. If I do go with the TA05R is there any type of hop ups I would need? I will be club racing indoors with rubber tires in stock class. I look forward to hearing you replies. Thanks!

Basically, if you plan to buy an 05, and add any hop ups to it at all, its probably a better value to just get an 05R. Because as anyone here can attest, NO BODY can stop at just one hop up for a Tamiya car.
Not that you need them, its just that once you start adding stuff, its so much fun to keep doing it.

Dumb Question Here...
So I put rubber tires on my car for the first time. Im using the graphite Tamiya shock towers and aluminum TRF shocks. I have the small end on the shock. I cant seem to get less then 6.5mm ride height. What could I be doing wrong? This is only on the front and my shocks are in the outer hole on the bottom and the second hold from the middle on the top. Sorex premount tires.

Assuming you have a standard 05 and not the R...Take your knuckles and swap them right to left and flip them over. So instead of using the C1 on the LEFT and the C2 on the right. Swap sides and flip them...opposite of the manual. Not only will this lower the car about 1.5-2mm, it handles a little better too. This is the easiest way to lower the front of the car.
Yes, there are short versions of the white,red, yellow and blue springs that also help. The spring set you have is the standard height versions. You can also get different aluminum shock retainers that lower the car 1mm...but all these require buying more stuff.

Springs Shock Towers Ride Height
So if I understand this correct if you want to use rubber tires you have to buy the short spring and shock towers other then what comes with the kit to get your ride height? So what is a good ride height these days? Is it still 5MM? If so can you give me the part numbers I will need to get? Sorry for all the questions but I am just getting back into the hobby after being out of it for the past 3 years.

You don't need different shock towers. The stock ones will work just fine. 5mm is pretty much where most people start.
And yes, if you haven't already bought springs, just get the short versions when you do. They are not sold in a set. You have to buy them in pairs.
