If you are just looking for a blinky esc there are several that are pretty good. The orion I just bought is great, but its $165, and then a good mod motor is going to be about $85 so that puts you over your limit. Novak makes the edge esc which is great for blinky. I run one in my VTA, and one of the fastest guys at our track runs one in 17.5 sedan. I believe it can handle as low as a 10.5t motor which will give you some pretty good speeds when geared right. Its less then 100 bucks.
