Pulsar Charger Fuse

I recieved a pulsar Comp. Charger for christmas, and as i go to charge a battery, it says something like input charge interupted. So im like wtf, and i remember there is a fuse inside. What kind of fuse is it? I looked at mine and it looks like its packed with sand, so i figured thats why my charger dosnt work (btw, i got this charger used)

also if the fuse is bad, will it cause the connectors to spark when you attach them to the battery?

The fuse should look like that. It will look visibly burned if it's gone, and a new one will look like it's filled with sand.
The connectors will spark when touched to a battery if there is current going through them-like during charge or motor run in.
Check your ps...input charge interrupted means that the charger isn't getting enough voltage from the ps or the connectors have gone bad.

i found the source, i didnt turn up the amps on my power supply. But i didnt think i needed to as i saw the charger not drawing any amps off the PS (its a gauged power supply, plus variable volts and amps)
