Default Wheel Offset

How is the offset on RC car wheels measured? I was looking at a Tamiya wheel I have that says 0 offset, but the face where the hex hub meets is not on the centreline of the wheel width. Offset on other wheels also don't indicate +/-, I assume they are all negative if it is non zero?

Is it a different measurement than wheels for full sized cars?
