Default Tuning question

hi all,

I got a question about tuning. When someone is saying, "I tune my car to be 5mm all around" does that mean the drop of the car is 5mm all around from where?? is it from the chassis to the ground or from the arm to the ground??

i think for 5mm, ride height would be more applicable... meaning, bottom of chasis to ground.....
