Balance
How important is L/R balance? I'm running a TC5. All my lead weights are on the lipo brace and I'm 14g over the legal weight. The car is still a little heavy on the motor side but is close to balanced. I want to add a motor fan/heatsink and take away a lead weight or two, but that would put me pretty far unbalanced. Is it worth it?

As far as where your weight is; if by Lipo brace you mean the battery bar that holds the lipo down I would suggest you move the weight off of that and onto the chassis, also put it further away from the center. This will bring your center of gravity lower and being further out from center will help balance that side.
For the TC5 I recommend the PPD Billet Lipo plate to help out.

I too am curious as to how much this affects the L/R balance of the car. I drive a corally PHI with the angled lipo tray. Does tweaking the car go hand in hand with balancing it left and right? or what order shoudl this be done in?
Last summer was my first summer of racing and while i didnt do amazing, i had plenty of 2nd /3rd place finishes (as well as DNFs). My driving is good, now its just the car holding me back, and my mind of not changing the setup. I have been adapting to the car and not adapting the car to my driving style. What order should my car be changed? (IE. tweak before you change XYZ, save ride height last etc)

I would say balance is the most important, then you work on your downstops, droop, ride height, etc.....
