This will cause the car to rotate quicker and provide more initial steering. Laying the rear shocks inward will slow the reaction and make that end of the car feel lazy, and follow the front end less agressivley.

Because the car isnt so reactive, and is suspension rate is softer to car "Feels" like it has more grip

That makes it to simple. Back to the drawing board.

With all the iiC rubber set-ups being posted, I haven't seen any hint of the tire choice. Or was there a spec rubber tire used?

If your car has that much tweak it could be a bent bulkhead.

Before I put a car on the track I check it to make sure it's perfectly flat on the chassis, droop is perfect, and tweak is perfect. Knowing what your car is going to do on the first lap is sometimes hard, but knowing your car is set perfectly will definately help your confidence going into the first turn.

On the tweak issue--
I've found that the lower deck can tweak between the four screws for each bulkhead. Just loosen each of the four (w/o load on the chassis) and re-tighten. The shock towers can do the same. With the chassis on blocks, loosen both screws and re-tighten, making sure the shock mounts are equidistant from the set up board (use calipers).
