What are people willing to pay for stock 27T and 19T outlaw motors? Trying to gauge the market.

Around $35.00 for me.

Stock motors like the Monster stock pro cost around $30, outlawed 19's from Epic cost around 40$ so yeah..the avg is around 35$

Because its stock, there is a limit to be official. Roar and other organizations try to limit how much a company can sell them for to limit costs to drivers. It can't be more than $40 to be approved. Although, street prices are usually less. I usually find them for about $32 for Monster Stock Pro, etc.
