If a cell is damaged it is more than likely toast. Damaged cells have less capacity than good cells, therefore the pack will be nearly always out of balance.
If you really dont want to bin it, only balance it near the end of charge. You dont want to let either cell go over 4.2V and time your runs so you have plenty of capacity left, so you dont over-discharge the damaged cell.
I used to persist with out of balance packs but believe it is not worth it with the all the extra hassle that goes with them.

Contact Thunder Power and send a photo of the damage see what they say, they might be able to check it out for you.

I had a bad crash a couple of months ago and the case on my TP was toast and I thought the battery was too. I emailed TP, they had me send a few photes and they said to send it in. Turned out the battery was ok and I paid for a new case, took about 2 weeks time.
