Default How sway bar adjustment works?

You know how you can adjust how much of the ends of your sway bars stick out? What does this do exactly? Is that a way of fine tuning exactly how much the waybar works? Like the less it sticks out the "softer" it is and the further it sticks out the "stiffer" it is? Almost like switching to a heavier sway bar but more subtle in tuning it?

Exactly right except for the subtle part. Just a couple mm difference can make a big change.
