It looks pretty much like a type-r, excluding the shocks

It looks like someone forgot to put the top deck on their JRXS-R dirt oval conversion..

Looks interesting. The shocks really should be flipped over 180* to reduce suspension mass. We would rather have the shock piston & rod as part of the suspension mass and not heavy the cylinder & fluid...
That will move the weight further out from the centerline, but suspension mass is probably more important...

But the Suspension arms are very very short. I think it just works good on very high grip tracks.

I agree, the shocks should be flipped. I can't really tell what the other end is attached to but the shock shaft/piston end should be attached to the bellcrank. Probably makes almost no difference but I'm a perfectionist.
Also, the super short arms are a bit of a worry. Might work well like that though, have to wait and see.
