Default reducing heat

I was wondering where would be the best spots for drilling a tc3 chasis for heat reduction

heat reduction of WHAT ? for the motor ? get a fan +heat sink. Don't weaken the zone where the motor sits.

For the speedo, its pointless drilling, except if it has an aluminium case. Then you can drill a few 10mm holes under it, and attach it with the least possible amount of thick double sided tape. Did it for my GM. Sorry for my english, and good luck.

Get a TC4 chassis.
