Think they will make this one legal?

It's supposed to be a replica.

and i doubt it will ever be legal for VTA since since just a 2009/2010 mustang with some vintage/replica decals - not a 60/70-something mustang with the decals

All 70 Firebird Trans-Ams ran 400's custom destroked to 305 C.I.D due to the SCCA engine rule change. That is the reason that Chevrolet put a LT-1 350 in the 70. They no longer had to produce a 302 C.I.D. engine. SCCA changed the rules in 1970 and no longer required production engine homologation. This allowed custom destroked 305 (5.0 Liter) engined from all manufacturers although Ford stuck with their production Boss 302 for a few more years. For 1968 and 1969, a loophole in the SCCA rules permitted Pontiac Firebirds to run Chevrolet engines, as that's how they were sold in Canada. This is also why you saw more Chrysler products in 1970. It allowed Dodges and Plymouths to run custom 305s as Chrysler discontinued the 273 after the 1969 model year and their smallest V-8 in 1970 was he 318. This also made the Chrysler products more competitive.

The original Trans-Am had 2 classes: Under 2 liters and Over 2 liters. The Over 2 liter championships were won by the VTA cars we currently run, with the big exception of the AMC Javelin, which won the championships in 71 and 72 and was 2nd in 70; plus the Pontiac Firebird. A few Cougars ran; the odd Dodge Dart and Pontiac Tempest showed up; and there were less than a handful of showings by a Nova and a Falcon.
The Under 2 liter class was dominated by Porsche, then Alfa Romeo and finally Datsun, when the displacement was increased to 2.5 liters. Tons of different cars ran in under 2 liter -- VWs, NSUs, Cortinas, Austin Coopers, BMW 2002s and on and on.
So the most significant cars that aren't in the HPI catalog at the moment are the Firebird Trans-Am and the Javelin. In historical importance, the Javelin probably wins out.

My vote is for the Javelin. Are you listening HPI?
And what about the Challenger? I believe this car was created just to compete in Trans-Am. I still have vivid memories of those beautiful green cars at Road America and Watkins Glen.
It's kind of ironic that in a class that looks so different than anything else on the track and that is so popular, that there are so few choices for bodies. There is definitely money to be made by introducing some new bodies that will be accepted by USVTA.

I'll second that for the Javelin.
Even other bodies from the whole '60s-'70s muscle-car era regardless if they aren't Vintage Trans-Am legal. It would be nice to have a Chevelle, GTO and other bodies just to bash around with. I'm surprised HPI or any other body makers have not brought these to market.
Perhaps the licensing costs too much.
